| Mr. Holden is a principal of Behavioral Measures & Forensic Services Southwest, Inc. and is the Institute Director of Behavioral Measures Institute in Dallas, Texas. He has been a Texas licensed polygraph examiner for 34 years, and is licensed in other states as well. Mr. Holden received his M.A. degree from Baylor University and B.S. degree from Texas A&M University, both in psychology, and is a Licensed Professional Counselor (LPC) in Texas. He is Past-President of the American Polygraph Association (APA) and the Texas Association of Polygraph Examiners (TAPE). He is active in the American Association of Police Polygraphists (AAPP), the Society for Psycho-physiological Research (SPR), and other professional associations.
He began his career as a psychologist with the Texas Department of Corrections and served as a psychometrist for the Texas Rehabilitation Commission. He is a frequent consultant throughout the criminal justice system.
Mr. Holden chaired the committee that drafted guidelines for Post-Conviction Sex Offender Testing (PCSOT) in Texas and is instrumental in developing post-conviction (PCSOT) guidelines in other states and for the APA. Currently, he holds the position of Adjunct Faculty-special programs, with the Academy for Credibility Assessment (DoDPI), Ft. Jackson, South Carolina, and teaches professionals throughout the United States and other countries. He has qualified for expert testimony in State and Federal Court. Mr. Holden is published in the fields of polygraph and criminal behavior, and has been the recipient of many state and national awards for his contributions to his field, including twice the APA's President's award; twice the APA's Leonarde Keeler Award; The John E. Reid Award from the APA for distinguished achievements in polygraph research, teaching, and writing, and the Max Wastl Award from the AAPP for significant contributions to the polygraph profession. In 1996 TAPE honored him with the President's Award for outstanding achievements and long term contributions to the polygraph profession. Currently he serves on an International Committee of the APA charged with redrafting Standards and Principles of Practice for the polygraph profession.

| Mr. Sheve is currently President of Behavioral Measures Midwest, L.L.C. located in the state of Wisconsin and he is the Deputy Director of Behavioral Measures Institute in Dallas, Texas. He conducts and supervises the conducting of polygraph examinations for State Parole and Probation, in institutional settings in the state of Wisconsin and throughout the Midwest, and heads the polygraph program at the Sand Ridge Secure Treatment facility, one of America’s largest in-house civil commitment programs.
Mr. Sheve began his professional career as a Special Agent-Chief Administrator of Personnel Security Investigations for the United States Air Force at Sembach Air Base, Germany. He went on to become a Special Agent with The Air Force OSI and a polygraph examiner for the European Polygraph Region. After leaving the AF, he became an investigator / polygraph examiner with the Passaic County Prosecutor’s Office, Passaic County, New Jersey. While at Passaic County Prosecutor's Office, he was recruited by Behavioral Measures and Forensic Services and joined this organization originally in the Dallas office. He has been with Behavioral Measures for a number of years and is faculty, Behavioral Measures Institute.
Mr. Sheve is a member of the American Polygraph Association, the Texas Association of Polygraph Examiners and others. Also, was awarded honorary membership in the Hawaii Organization of Polygraph Examiners. Mr. Sheve is a well-known instructor in the field of polygraph and is considered one of Americas leading authorities on testing civilly committed and institutionalized sexual offenders. Bill Parker

| Mr. Parker is a principal in Behavioral Measures & Forensic Services Southwest, Inc., and is the Institute Administrator for Behavioral Measures Institute. He has been a licensed polygraph examiner in the State of Texas since 1980. Mr. Parker conducts polygraph examinations for governmental agencies, law enforcement agencies, district attorneys, private and corporate attorneys as well as commercial clients. In addition, he has conducted a wide range of criminal and non-criminal investigations for the private, corporate and government sectors, both foreign and domestic. These services including detecting business fraud and theft, conflicts of interest or other business crimes, interview and interrogations, locating individuals, due diligence, access to a multitude of public records, financial audits, asset location, surveillance and surveillance photography.
Mr. Parker began his police career in 1964 as a patrol officer after his honorable discharge from the United States Army in 1964. His military specialty was Light Weapons Infantry, and he received the Marksman Badge (rifle, pistol) and Parachutist Badge. Beginning in 1967, he worked as an investigator with the Crimes Against Property Division; Auto Theft Division; and Vice Control Division of the Dallas Police Department. In 1972, Mr. Parker advanced to Sergeant of the Homicide Section from which he retired in 1984.
Mr. Parker received his Bachelor of Science degree in 1976 from Sam Houston State University. He attended Detection of Deception at University of Utah in 1982. He became a licensed private investigator in 1988.
During his distinguished career, Mr. Parker has investigated multiple high profile cases. One of those resolved cases, the Ianni’s Restaurant massacre in Dallas, is highlighted in Gary M. Lavergne’s book "Worse than Death." Mr. Parker has also been recognized for his work in other very high profile investigations. He has provided testimony as an expert witness in the homicide trial and conviction of Darlie Routier and provided rebuttal expert witness testimony in the kidnaping trial and conviction of Ricky Lee Franks in the death of young Opal Jennings. His knowledge of the internal workings of police departments and other service-related government agencies is unequaled and he brings that knowledge and developed investigative skill to each department he works for two resolve internal conflicts or problems.
Former famed Dallas District Attorney Henry Wade wrote of Bill Parker: "One, if not the best homicide investigators I ever had the pleasure of working with."

James Gallagher

| Mr. Gallagher has a broad-based background as a polygraph examiner that has encompassed work in criminal investigations, pre-employment screening, sex offender examinations and EPPA examinations. He has proven field investigation skills and successful business ownership and management experience. He is a Licensed Texas Polygraph Examiner and certified polygraph instructor. In addition, he is a Licensed New Mexico Polygraph Examiner.
Mr. Gallagher received his Bachelor of Police Science from New Mexico State University. He attended the Texas Department of Public Safety Law Enforcement Polygraph School and the Federal Bureau of Investigation Advanced Polygraph School.
Mr. Gallagher is currently Vice-President of the American Association of Police Polygraphists (2008). He has also been a polygraph instructor for the Texas Department of Public Safety Polygraph School and has taught polygraph courses at Collin County Community College, the Dallas Police Academy, the Dallas Sheriffs Academy, as well as for other local law enforcement agencies. He has also provided polygraph instructional video material for Federal Agencies such as the National Security Agency.
He not only assists Behavioral Measures & Forensic Services Southwest, Inc., with polygraph examinations, he owns and operates Resolutions Polygraph Service, L.L.C., and is a police detective with the Dallas Police Department.

| Liles Arnold has worked professionally in the assessment and treatment of adult sex offenders and juveniles with sexual behavior problems since 1989. During that time he has conducted assessments or engaged in treatment with over two thousand sex offenders. He received a B.A in Psychology from Vanderbilt University, and has earned two master’s degrees from Reformed Theological Seminary and the University of Miami. He is a Licensed Professional Counselor and a Licensed Sex Offender Treatment Provider in the state of Texas. He is also a clinical member of the Association for the Treatment of Sexual Abusers. In 1998 Texas Governor George W. Bush appointed Mr. Arnold to the Council on Sex Offender Treatment as one of only four professional members to this board that oversees the treatment of sex offenders throughout the state of Texas. He was re-appointed to this position in January 2004 by Governor Rick Perry. In addition to his private practice he has also provided training on sex offense issues to law enforcement, criminal justice personnel, polygraph examiners, and therapists. He has made numerous professional presentations at the local, state, and national level. Since opening his private practice in the Dallas area in 1990 Mr. Arnold has worked extensively with community supervision departments in Dallas, Collin, Hunt, Denton, and Rockwall counties as well as the United States Probation Department in the Eastern District of Texas.
He has co-authored two scholarly articles on the Sexually Violent Predator program here in Texas, Commitment as an Adjunct to Sex Offender Treatment, Current Opinions in Psychiatry, 2001 and Outpatient Civil Commitment in Texas for Management and Treatment of Sexually Violent Predators: A Preliminary Report, Journal of Offender Therapy and Comparative Criminology, 2003.

| Timothy J. Proctor, Ph.D. is a licensed psychologist who practices in the Dallas/Fort Worth area and is a staff psychologist at Behavioral Measures & Forensic Services, SW, Inc. He received his B.A. in psychology from Texas A&M University in College Station, Texas. He received his Ph.D. in clinical psychology from the University of Texas South-western Medical Center at Dallas in Dallas, Texas. His American Psychological Association-approved pre-doctoral internship included one-year at the Federal Medical Center – Carswell, a Federal Bureau of Prisons facility, where he conducted forensic psychological evaluations for the federal court system. He is fellowship trained in forensic psychology from the University of Southern California Medical Center – Institute of Psychiatry and Law.
During his fellowship, he conducted forensic psychological evaluations for the Los Angeles County courts and performed correction psychology duties for the Los Angeles County Jail. His fellowship training included extensive training and experience in the assessment and treatment of sex offenders. Dr. Proctor currently serves as a clinical assistant professor at the University of Texas Southwestern Medical Center at Dallas, where he teaches and supervises graduate students. Dr. Proctor is also on the workshop faculty of Capacity of Justice, a non-profit organization that provides forensic mental health continuing education. Through his role with this organization, Dr. Proctor pro-vides instruction regarding competency to stand trial and insanity evaluations to mental health professionals obtaining the continuing education hours required by the Texas Code of Criminal Procedure to perform these evaluations. Institutions where Dr. Proctor previously maintained faculty positions include the University of Southern California Medical Center – Institute of Psychiatry and Law and California State University – Los Angeles.
Dr. Proctor’s current practice focuses mostly on the areas of clinical and forensic psychological assessment. A significant component of Dr. Proctor’s practice is conducting psychological risk assessment evaluations of sex offenders. Included in this are pre-conviction assessments as well as evaluations of convicted sex offenders who are being considered for possible civil commitment pursuant to the Texas Sexually Violent Predator Act. In addition to his work with sex offenders, Dr. Proctor conducts a variety of other types of psychological assessments for criminal and civil courts. He also serves a "Medical Expert" for the Social Security Administration Office of Disability Adjudication and Review and conducts pre-employment and fitness for duty evaluations for many of the police and fire departments in the North Texas Area.
